Research on Location-Routing Problem of Maritime Emergency Materials Distribution Based on Bi-Level Programming

To solve the location-routing problem of maritime emergency materials distribution (MEMD-LRP) multi-agent joint decision, a bi-level programming model MEMD-LRP is constructed. The established on premise considering rescue time window and priority, aiming at strong regional characteristics accidents, timeliness rescue, great difficulty high cost so on. From point view management department, upper level makes location decision to minimize construction shore-based reserves satisfaction loss accident point. commercial unit, lower plans routes by minimizing material distribution, ship transportation, dispatch, penalty. A hybrid algorithm ant colony tabu search designed model, an example analyzed based case Bohai Sea verify effectiveness algorithm. Modeling design can help decision-makers different levels in logistics systems make more scientific reasonable decisions improve service capability system.
